这些计划不仅提供高质量托儿服务,还为大部分家庭减轻负担。只要你的小孩拥有合法身份,无论父母身份如何都享有资格接受托儿服务。但是,这些计划有收入限制且要审核你的申请理由。一旦符合资格,你的小孩可以在一年中的任意时间参与这些计划。每一家学校和机构申请的截止日期都不一样,请直接与学校沟通。
EarlyLearn(早学班)为6周到2岁的小孩提供免费或低费用的托儿教育。其包括了两个计划:
1)Infant and Toddler Programs(婴幼儿计划):在中心或者家里服务,每天最多10小时。
必须至少符合以下其中一个申请理由:
- 每周工作10小时以上
- 正在接受教育或者职业培训计划
- 正在开始找工作或已找工作长达6个月(包括在领取失业金期间找工作)
- 如果家庭收入达到或低于这些金额,你也有可能符合资格:

2)Early Head Start Programs(早期启蒙计划):为孕妇/婴幼儿提供每天最多8小时的服务。
必须至少符合以下其中一个申请理由:
- 居住在临时住所
- 领取HRA现金补助
- 领取SSI(安全保险补贴)
- 正在为寄养儿童办理入学手续
- 如果家庭收入达到或低于这些金额,你也有可能符合资格:

Child Care Voucher(儿童保育券):为6周到13岁,又或者是19岁以下的伤残儿童报销托儿费用。保育券可使用在有执照或受监管的托儿所,亦可使用在已经获得批准的非正式托儿机构,例如亲戚,邻居和朋友。 虽然纽约市大部分托儿机构都会接受保育券,但还是建议在加入机构前问清楚。
必须至少符合以下其中一个申请理由:
- 每个礼拜至少工作十小时以上
- 正在接受教育或者职业培训计划
- 一直在找工作
- 正在住在临时住所(优先获得)
- 如果家庭收入达到或低于这些金额,你也有可能符合资格:

如果你满足以上所有条件,政府会帮你支付部分费用。如果你符合以下条件,政府会帮你支付全部费用:
- 正在接受现金援助(Cash Assistance)的家庭
- 无家可归的家庭
- 领养家庭

In Part 1, we discussed Pre-K and 3-K. This week, we’ll cover EarlyLearn NYC and Child Care Vouchers, both of which offer low- or no-cost care for children—but require that families meet certain income and eligibility criteria.
EarlyLearn NYC
For children aged 6 weeks to 2 years, EarlyLearn offers education and daycare either in centers or approved family-based providers.
1) Infant and Toddler Programs
Up to 10 hours per day of care.
Eligibility (must meet at least one):
- Working 10+ hours per week
- Enrolled in education or job training
- Job-seeking (including those on unemployment benefits)
- Family income is equal to or below program limits

2) Early Head Start
Serves pregnant women and infants/toddlers, offering up to 8 hours daily.
Eligibility (must meet at least one):
- Living in temporary housing
- Receiving HRA cash assistance
- Receiving SSI benefits
- Enrolling a foster child
- Family income is within qualifying range

Child Care Vouchers
Covers children aged 6 weeks to 13 years, or up to 19 if disabled. Can be used at:
- Licensed centers
- Registered family-based care
- Informal care by relatives, friends, or neighbors (if approved)
Eligibility (meet at least one):
- Working 10+ hours/week
- Enrolled in education or training
- Actively job hunting
- Living in shelter or temporary housing
- Family income under qualifying limits

Cost Support
If you qualify, the government will pay part or all of your childcare costs. Full coverage is available if:
- You’re receiving Cash Assistance
- You are homeless
- You’re a foster or adoptive family
