For decades, the biggest challenge for street vendors in New York City has been that licenses are almost impossible to obtain. Since 1979, the number of General Vendor licenses has been capped at a mere 853, forcing tens of thousands of hardworking entrepreneurs to operate under constant legal uncertainty. In our daily client consultations, we have met countless aspiring business owners whose dreams were halted simply by this licensing barrier.
Finally, the long-awaited good news has arrived! The NYC Department of Consumer and Worker Protection (DCWP) has officially announced an updated application timeline:
Phase 1: Existing Waitlist Applicants (Deadline: October 29, 2026)
If you are on the 2016 legacy waitlist and recently received an invitation letter from DCWP, you must complete your formal license application by October 29, 2026. Once this deadline passes, your priority status will be permanently forfeited and cannot be restored.
Phase 2: Brand-New Waitlist Opening (November 2, 2026 – December 16, 2026)
For vendors not currently on any waitlist, this marks the first time in nearly a decade that the city is reopening new applications to the general public!
- Opening Date: November 2, 2026
- Closing Deadline: December 16, 2026, at 5:00 PM EST sharp (for mail-in applications, they must be postmarked by December 16, 2026).
Citywide (White) vs. Non-Manhattan (Green): Which One to Choose?
When the new DCWP online portal opens on November 2, applicants will need to select their license category:
- 2026 Citywide General Vendor Waitlist (White): Once approved, you can legally vend across all five boroughs of New York City, including prime, high-traffic commercial zones in Manhattan.
- 2026 Non-Manhattan General Vendor Waitlist (Green): Once approved, you are permitted to vend in Brooklyn, Queens, the Bronx, and Staten Island, but vending anywhere in Manhattan is strictly prohibited.
Submit “Proof of Prior Vending” to Secure a Higher Priority!
After the application window closes on December 16, DCWP will assign baseline queue numbers via a computerized random lottery in early 2027.
However, take note: The city has established a special priority review process!
If you have prior street vending experience in New York City, you can submit supporting documentation with your application (such as historical wholesale purchase invoices, dated market stall rental receipts, an active New York State Certificate of Authority, or verification letters from local merchant associations). Once verified, you will be placed into a priority review tier, giving you a significantly earlier spot in line compared to first-time applicants without prior experience!
Important Considerations:
- Do Not Submit Duplicate Applications: Submitting multiple times will not increase your chances. The system cross-checks Social Security Numbers (SSN) and Individual Taxpayer Identification Numbers (ITIN); any duplicate entries may lead to all your records being purged or invalidated.
- Keep Your Mailing Address Updated: DCWP will deliver lottery results and official license invitation notices primarily via postal mail. If you move and fail to update your address promptly, resulting in returned mail, the city will treat it as a voluntary forfeiture of your position.
